London Cab Ranks Report: The Shard

This morning (Wednesday 14th May) Transport for London (TfL) agreed to appoint a workable taxi rank at the London Shard in St Thomas Street, SE1

The Members of the London Cab Ranks Committee (Unite, LTDA & LCDC) have consistently argued that the taxi rank should be at the sharp end of the streets activity. Today after lobbying of the Mayor, Boris Johnson and a trade demonstration, agreement was reached on the size and location.

A two cab rank will be situated on the pavement opposite the building within sight of the hotel, restaurants and with reasonable eyesight the existing taxi rank. The existing taxi rank will act as a feeder for the two spaces opposite the Shard, and the Cab Ranks Committee have been asked that drivers are not seen to over-rank .  The existing rank will remain as such and drivers will still be able to take work from that location without having to direct customers to the new spaces at the Shard.

TfL have said that the new rank should be marked out and workable within a week or so, but new traffic management orders will take a little longer. Hopefully there will be no enforcement issues in the meantime.

Taxi fares and tariffs

The new taxi fares and tariffs came into effect on Saturday 5 April 2104 and you can find details of these in TPH Notice 04/14 – if you’ve not already had your taximeter updated then you need to do this now.

In addition to the annual fares review, this year we will also be reviewing card payments in taxis and the Heathrow Extra charge.

Marshalled taxi ranks

Late night marshalled taxi ranks continue to operate across the capital and you can find a list of the days and times when they normally operate here.

When using the marshalled taxi ranks, drivers should follow the instructions of the marshals. Drivers are asked to support and use the taxi ranks, and not attempt to avoid queuing on the rank or attempt to take fares ahead of other drivers on the taxi rank.

Clapham High Street taxi rank

A new taxi rank in Clapham High Street, near Infernos nightclub, has been appointed.

The rank, which is in a loading bay, is operational between 19:00 and 07:00 and is for nine taxis. This taxi rank is not in a suburban area and has not been designated as an island rank.

To help promote the taxi rank, taxi marshals will be present between 23:00 and 03:00 on Friday and Saturday evenings for an initial period. Please make sure you support the rank.

Bupa Races

On Saturday 24 May and Sunday 25 May 2014 the Bupa Westminster Mile and Bupa London 10,000 races take place.

Toilet and rest facilities for taxi drivers

Information about TfL-appointed rest and refreshment ranks, which provide spaces for taxi drivers to stop and take a break, is available in the Taxi Ranks Booklet here.

There are a number of Tube Stations that have toilet facilities and a map of these can be found here. Plus you can search for toilets in Westminster by visiting Westminster City Council’s website.

World Series Triathlon

The World Series Triathlon takes place in Hyde Park between Saturday 31 May and Sunday 1 June 2014. Throughout the event West Carriage Drive will be closed.

Taxi ranks – Redbridge

There are taxi ranks in Redbridge at:

– George Lane (The Lizard Lounge), the rank is in the shared use pay and display parking bays, is for three taxis and operates between 18:30 and 08:30 on Monday to Saturday and all day on Sunday

– High Road (Funky Mojoe), the rank is in the shared use loading bay, is for two taxis and operates between 19:00 and 07:00

Tour de France

From 10:00 until around 18:00 on Monday 7 July most streets on or around the race route in London will be closed.

Key strategic roads will remain open all day, including the Rotherhithe and Blackwall Tunnels.  More information about road closures is available here.

Ecclestone Place

The direction that taxis face on the first portion of the Ecclestone Place taxi rank has been reversed so that passengers now board from the nearside and the wheelchair ramp can be safely used.

New taxi rank – Lea Bridge Road

A new taxi rank has been appointed in Lea Bridge Road to serve the Ibis Style Leyton London Hotel.

The rank is opposite the hotel, has space for two taxis and is operational 24/7.

Restoration of Chiswick Bridge

Work began in April 2014 to strengthen and refurbish the Grade II listed Chiswick Bridge, restoring the 80 year old structure for continued use by all road users.

The works are designed to ensure that the bridge remains open at all times however, the bridge will be reduced from two lanes to one in both directions between 10.00 and 16.00 to provide a safe working zone on the footway. There will also be occasional night time lane closures between 22.00 and 05.00.

A full weekend closure will be required in autumn 2014 to carry out work to replace the bridge expansion joints, as well as waterproofing and resurfacing.

Pancras Road closure

The northern section of Pancras Road will be closed from 20:00 on Friday 9 May until 18:00 on Sunday 11 May 2014

Taxis will still be able to access and use the King’s Cross Station taxi rank. Taxis will also be able to access the St Pancras Station taxi rank on Midland Road from Goods Way.

New taxi rank – Arena Square, Wembley

A new taxi rank has been appointed in Arena Square, near Wembley Arena. The taxi rank is for six taxis and drivers should press the buzzer to be allowed access to the rank.

The rank will not be in operation during events that require Boulevard Way being closed.

Harrods

When the taxi rank in Basil Street (Harrods) is full taxis must not stop or wait in Basil Street or Hans Crescent, as this obstructs other vehicles and causes congestion in the area.

When the rank is full drivers must move on. Enforcement activity to prevent any problems is being conducted in this area.

We Are FSTVL

The We Are FSVL event will take place again this year but has now been extended to two days:

– Saturday 24 May 2014

– Sunday 25 May 2014

The event will be in the same location, Damyns Hall Aerodrome, Upminster and we expect there to be a high demand for taxis.

The event takes place over a Bank Holiday weekend when engineering works are planned on the Tube and the District line will not be running from Upminster. With this in mind we expect that there will be a demand for taxis from:

– People arriving at Upminster Station by train and wanting to get to the festival site before the event starts

– People wanting to take a taxi from the site during the event and at the end of the event

– People who have made their way from the festival site to Upminster Station but then want to take a taxi somewhere else as the Tube is not running

The event opens at 09:00 and the first guests are expected to arrive at Upminster Station at 08:00. People are then expected to start leaving the event from 20:00 with the bars eventually closing at midnight.

There will be taxi marshals at Upminster Station and also the festival site and a large space set aside in the dedicated transport hub for taxis.

This year the taxi rank and taxi drop off area will be accessible from Aveley Road. There will also be a one-way system in place to make it easier and quicker to drive to and from the site and help reduce congestion on the surrounding roads.

W Hotel taxi rank

A complaint has been received about drivers using the W Hotel taxi rank as a rest rank and refusing to take fares. This rank (rank number 5016) is not a rest rank and drivers on the rank must be available for hire.

The management of the hotel have expressed their desire to work closely with taxi drivers and make sure that their guests can use taxis so please ensure that when you are on the rank you are available for hire and accept fares from the hotel.

Lewisham Gateway update

During the first phase of the Lewisham Gateway development the Lewisham Station taxi rank will be temporarily moved.

The section of Station Road where the taxi rank currently is will close, the taxi rank will then be moved to the remaining section of Station Road which will be converted to two-way working. The temporary taxi rank will be accessible from Loampit Vale and there will still be space for 19 taxis. However, to provide additional space for drivers, options for a taxi feeder rank in Thurston Road are being explored.  

A screen at the head of the feeder rank will show drivers when there is space on the taxi rank in Station Road and they can move forward, although initially a second marshal will tell drivers when there is space in Station Road.

It is essential that drivers use the feeder rank, only move forward when there is space and do not over-rank in Thurston Road or try and queue in Loampit Vale. Police and Compliance officers will be present at the station to ensure there are no problems and that drivers are only moving forward when there is space.

City of London Festival’s Annual Children’s Parade

The City of London Festival’s Annual Children’s Parade will take place on Friday 27 June 2014 between 12:45 and 13:30.

As with last year’s parade, there will be some road closures in place to allow the parade to pass. Attached is a map showing the parade route.
