LTPH Notice 02/12: Use of Taxi Ranks

There have been several complaints regarding taxis being left unattended on taxi ranks – the most recent example being around Victoria Station and the surrounding roads, in particular Gillingham Street.
All taxi drivers are reminded that they must not leave their taxis unattended on a taxi rank. Unattended taxis cause obstructions to other drivers, passengers and road users and can also cause security risks. Transport for London (TfL) works closely with the London boroughs to appoint taxi ranks where road space allows.
Road space is difficult to obtain for taxi ranks and drivers abusing these ranks run the risk that the borough will reallocate the road space for other purposes if it isn’t being used correctly as a working taxi rank.
TfL has specifically been asked by Westminster City Council to inform drivers regarding the unacceptable situation on the taxi feeder rank in Gillingham Street. This rank is the final portion of the taxi ranks serving Victoria Station forecourt and is for three taxis. It is the only space in this street where taxis can legally wait to join the taxi rank on Vauxhall Bridge Road.
Unattended taxis left on this rank cause significant problems for other taxi drivers who then over-rank which, in turn, causes problems for other road users.
All drivers are also reminded that if there is no available space on this taxi rank, for any reason, then drivers should not stop but move on to another taxi rank where space is available.

More Ranks Information


From Sunday 12 February there will be changes in and around Paddington station, which will allow construction of the Crossrail station to get underway.

· A new taxi rank will open next to the Hammersmith & City line Underground station

· Departures Road and the current taxi rank (on the west side of the station) will be closed permanently

· Eastbourne Terrace will close to all vehicles (including buses and taxis) for about two years

· The entrances on Eastbourne Terrace to and from the mainline station will close until the Crossrail works are complete

Taxi rank changes

A new covered taxi rank will open next to the Hammersmith & City line Underground station. The rank will provide direct access for passengers to and from the mainline station and will be fully accessible.

· Access for taxis to and from the rank will be from Bishop’s Bridge Road using a new junction adjacent to Sheldon Square.

· A small feeder rank will remain on Bishop’s Bridge Road, with a call forward system being introduced to help entry to the new rank

· There will be a new drop off point within the taxi facility.

· City of Westminster is proposing a larger feeder rank within the Harrow Road gyratory system.

The bus station re-development at London Bridge is due to be completed by May 2012, and the new taxi rank will provide extra capacity for taxis.

The next phase of the re-development works began on Monday 30 January and will run until 2 March 2012.

This phase will involve changes for taxis whilst work takes place and there may be increased congestion on the station forecourt.

The head of the rank will continue to be adjacent to the exit of the station. However, the taxi feeder lane on Station Approach will no longer be in use. Instead, taxis will feed onto the head of the rank from the far side of the station, opposite to where the current feeder lane is.

Taxis should therefore enter the bus station and move to the right when they pass under the viaduct in order to join the back of the feeder rank queue.

Taxi marshals will be on site to help drivers make the best use of rank space during this period, and drivers are asked to follow the marshals’ instructions to maximise the available capacity.
